Context becomes operational only when a participant can distinguish evidence-backed fact from authored rationale—and knows how each should change over time.

Facts without rationale produce technically correct but contextually poor judgment. Rationale without verified facts produces a persuasive story detached from reality.

Operational Insight answers why. It carries an author, date, reasoning context, true-as-of boundary, and an optional superseding record. It never becomes fact merely by surviving a long time.

If the deployment changes, Truth is re-verified. If the portability strategy changes, the earlier Insight is superseded by a new dated rationale.
