System Bootstrap establishes the project structure and authoritative artifacts AIRIL requires. It then initializes participants through the smallest ordered set needed to reach operational competency and requires a confirmation that exposes understanding and gaps.

System Bootstrap installs AIRIL's operational organization, authority structure, documentation architecture, canonical artifacts, preservation rules, and workflows into a project. The current CORE v2.0 release delivers that implementation through a provider-neutral package and disciplined operating process.
This is AIRIL's initial realization and application for users, not the full AIRIL system or full manifestation of the AIRIL layer. Future implementations may realize additional capabilities without redefining the architecture.
Bootstrap is the installation mechanism. After installation, the project operates continuously under AIRIL so Operational Understanding remains available to human, AI, and hybrid participants.
After the structure is installed, a participant identifies the system, resolves authority, loads current state and active insight, surfaces conflicts, and returns a structured Bootstrap Confirmation before beginning work.

System Bootstrap is AIRIL's first implementation and installation mechanism. The current CORE v2.0 release uses documentation and disciplined operational workflows; it is not AIRIL itself, a polished end-user application, or a runtime-enforcement system. Distribution remains controlled while portability, clarity, initialization quality, human usability, and observed benefit are evaluated.
System Bootstrap is entering controlled external alpha through its current CORE v2.0 release with human, AI, and hybrid participants working on real projects.
